Dr. Phạm Chí Dũng, an economist, is a novelist and journalist, who co-founded and currently is President of the Association of Independent Journalists (Hội Nhà báo độc lập). His novels include “Những bông hoa hoang dã” (1993), “Tự thú” (1994), “Những chiếc bồn tắm định mệnh” (2005), “Cuộc phiêu lưu của linh hồn cầm cố” (2005), “Ngài nghị sĩ” (2006), “Tự sự chứng Khoán – Những gam màu ám ảnh” (2007). Dr. Phạm Chí Dũng has published many articles on BBC, VOA, RFA criticizing official corruption in Vietnam. On November 21, 2019 he was detained, his home was searched. He was charged later under Section 117 of the Criminal Code for “Creating, possessing, circulating or distributing information, data, materials against the government of Socialist Vietnam.” The Vietnamese Abroad PEN Centre calls for the unconditional and immediate release of Dr. Phạm Chí Dũng, who simply exercised his constitutional rights peacefully including the freedom of association, freedom of thought and freedom of speech as guaranteed by Vietnam’s current Constitution as well as the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights to which the Vietnamese government agreed to adhere.
